Coming Back to USA From France ESTA After Leaving 4 Days After the 90 Day Limit Due to COVID

The title says it all. There's a question on the ESTA application for my girlfriend (she's filling out a new one because her old one expired) where it asked if she overstayed her allowed time in the US. She came the week covid broke out and countries started closing borders, so she had to stay with me in the US. She stayed about 4 days passed the 90 day mark, but she was given an extension by USCIS for I believe it was a month, or it was 10 days, I don't remember. Either way, she didn't stay passed that time she was extended. Does she still have to answer Yes for overstaying her time? If she does, how will it impact her?
