Hello y'all. I know someone who is trying to apply for the DV Lottery and she has a younger brother (younger than 21 still) that she cares for because he is cognitively disabled. The father is alive, the mom is not, and the father doesn't care for them anyway, the older sister is the primary caregiver for the child but does not have any legal rights to him. Can I still enter him as a dependent under her entry application or will it automatically be rejected? If it would be rejected, is there any way around it or any other immigration application that would work for this situation? Thanks in advance!
