Visa interview canceled, again

My boyfriend's tourist visa interview was canceled again. The first time it was canceled, it was in the middle of COVID so that was understandable. We have had our current appointment for more than a year, for Nov 4 2021. With the US opening its borders to his country, South Africa, on Nov 8, we were excited. But they canceled his interview this morning, 4 days before the borders open. The explanation they gave us was that the borders are technically still closed. They pushed our new appointment to May 2022. He was supposed to come to NY in December.

We have been calling around all morning, but we want to see if there's something else that we can do that we just aren't seeing. Anything is appreciated.
