Need help in expediting US Visitor Visa appointment

I am an Indian national living in Spain for my masters education. I need to travel to US in early Jan 2022 and have applied for the B1/B2 visa. Filled DS-160. I scheduled an appointment for Jan since it was the earliest available but it wont make sense since I would need visa in my hand before Jan (appointment in Nov/Dec would be ideal). I already tried the expedite appointment option but the request was rejected by the embassy.

  1. Need guidance on what I can do to get the appointment expedited to sometime in Nov/Dec ideally. Is there some office I can send a mail to? Can someone share a relevant contact mail ID here?
  2. Can anyone also help me with how much time it takes between the appointment date and actually receiving the visa?
