How hard is it to get drivers license?

My boyfriend is a immigrant and wants to get his drivers license in the state of MD. I did some research and see that it was he would be getting a non compliant ID. But what confused me is what he needs in able to get his ID. I saw it said something about you would need to file Maryland state income taxes for 2 years? What is that all about? Thanks
