CR1 Visa Application Process...Is it okay for us to travel or live/work in another country while undergoing the process?

Hello, I am planning to apply for the CR1 visa for my girlfriend in order for her to legally immigrate to America. However, I was wondering if while we are going through this process if it would be possible for us to take jobs in another country while we wait since I understand that the CR1 process can be extremely lengthy.
