F2B green card hasn’t moved much for the past 1 year

You guys are not going to believe this, my mom got her green card a day after I became 21. So now I need to wait 4 years to get my green card instead of 3 months. Unfortunately.

Question, why is F2B category is not moving at all? Since the pandemic started it moved only a few months. I understand because of the Covid and etc. but it moved 2-3 months in March, and now it stopped again. Plus, I am pretty sure there are less cases for family based green card, so I think we should be getting more quota for f2b. Any thoughts?
