Which of my two citizenships/passports should I use to apply for my F-1 visa if I will apply for the E2 visa and DV lottery in the future?

I can either apply for my F-1 visa with my home country passport (eligible for the DV lottery, but it’s not one of the E visa treaty countries) or with my European citizenship (eligible for E2 visa). I have never lived in the European country if that is relevant.

I would apply for the DV lottery for the next five years (four on F-1, one on OPT) and if I am not selected, which is the most likely scenario, I will then apply for the E2 visa and start a business.

If I enter the US with my home country passport will I have any sort of problem when changing my status to the E2 visa (that I have to apply for with my European passport)? And how about if I instead enter the US with my European passport and I get selected in the DV lottery?

Is there anything else I should consider that I am ignoring so far? In short, which of my two passports should I use to apply for my F-1 visa?

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!! Any idea what that means? More importantly - When I click on "View PDF" link under "N-400 Application for Naturalization", to see my actual N-400 form, I get " {"data":null,"error":{"developerMessage":null,"userMessage":null}} " message! The form is also missing under "Documents -> Your Uploads" tab! So, it appears that my N400 form is missing! What does that all mean, considering that it's impossible to file without N400 form! Finally, under profile, My name is incorrectly sp...
