BIL U.S. citizenship?

It's a long story, and I am just getting involved with it, because its starting to affect my family. Ill keep this as short and to the point, but I need to know where to start.

Brother in Law, has lived in the U.S. for over 35 years, but supposedly him or none of his family (Mom/Dad/Brother) are citizens.

Brother In laws Mom and Dad are super manipulative, and have been saying for the last 20 years they were going to help get the two kids citizenship, but it never happens for one reason or another. BIL's brother broke away from the parents and takes care of himself and his family on his own.

BIL is done doing what his parents ask, but feels like he can't get away from them, because they keep threatening him and saying he can't get his citizenship without them.

Now my sister in law is involving her dad, and my wife is getting upset.

Both brothers have Social security cards.

I want to help BIL get citizenship so he can take care of sister in law and their two kids without being under his parents thumb.
