Need Help; Trying to find a way to get visa

Hello, I am completely lost. I am trying to find a way for a friend of mine to get a visa from the Netherlands to immigrate to the United States. But I am completely lost on how to help them so I was hoping that posting to this subreddit might give me some aid on my search.
