Does the USCIS has access to other country's criminal databases?

I am a US citizen living in California. My spouse lives in another country and has a criminal record. I'd like to apply for my spouse and bring him over here. What is the likelihood that the US Embassy in my spouse's country has access to the said country's criminal database and would it show up if the US embassy conducted a background check?
