What should I do?

Hi, my mom is petitioning my brother from the Philippines. She’s a US citizen. She paid everything and processed the papers they needed however my brother was born in South Korea and he only has one birth certificate but the US Immigration required 2 birth certificates. We have no idea what to do. Since my brother doesn’t have two birth certificates they needed

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee!
