Question about I-864 and tax transcripts

We applied for CR1 visa in October 2021 and now are waiting for approval and preparing documents for the NVC stage. It says we have to submit tax transcripts for most recent 3 years. During last 2 years my husband was a student and made about 18k in 2019 and 24k in 2020. This year it’s about 50k. He also has about 60k on his bank account and I’ve heard if your income is below the required level you can make up for it with your savings or property.

Will we need a co-sponsor since he made less than 21k in 2019?
