Automatic visa revalidation eligibility

Hello Everyone,

I'm on H1b, did a change of status from F1 visa (expiring April 2022). Wanted to visit Mexico for a week. But I have filled DS-160 form and paid the visa fees for appointment in India. (Yet to get dates). Does it make me ineligible to use AVR. From my assumption, you shouldn't have an application pending at the country you are visiting ( CA or MX). Please let me know if my assumption is wrong.
