What embassies is accepting third party country applicants?

Hi!

I am looking for an embassy accepting third party country applicants. The embassy from my country has a 300 days waiting time and we are looking for a quick appointment so my husband can have his L2 visa quickly and joint me in the US.

We tried to contact several embassies but we have difficulties to get proper answers.
