Does petitioner need to be in the US when new green card holder arrives?

I think I know the answer to this but I just want to be sure. My MIL is a green card holder who petitioned for and sponsored her daughter (under 21) for permanent residency. All the steps have now been completed and my SIL only has to come to the US, within 6 months of the approval date now on her pass passport. She is finishing up some school-related stuff and arriving in about a month.

But now, my MIL wants to travel back to her home country for a while because her mother's health is significantly declining. She wants to leave asap but is worried that SIL won't be allowed in if the petitioner is outside the country at the time of entry. I don't think this is true! I don't think it matters where she is.

What do you all think??
