Approved then refused??

My father had his interview for B1/B2 visa on August 26th. He was told his visa is approved on the spot and they took his passport. But two days later he received an email saying "Your visa application has been refused under Section 221(g) of the Immigrant and Nationality Act pending the submission of the requested information below.".

These were the questions: -Your travel history outside your country of residence over the last 15 years -All prior passport numbers and country of passport issuance; -The names and dates of birth of any siblings -The names and dates of birth of any children -The names and dates of birth of any former spouses -All of your addresses where you have lived during the last 15 years -All phone numbers you have used in the last five years -All email addresses you have used in the last five years -All social media platforms and unique user names used within the last five years; -Your prior occupation(s) and employers for the last 15 years.

They asked for more details but I'm only attaching the main chunks of the questions.

Should i give up my job here (j1) and go back to my home country? I don't wanna continue if he can't come here. Is there a chance it can still get approved?
