Trying to get gf to US, questions about tourist and K1/CR-1 visas

I'm trying to Japanese gf to US when I will move back to US at the very end of 2021, or spring 2022.She can come to US without a visa for 90 days I believe. After that, can she just go back to her country and come back again in two weeks or something, and get a tourist visa for another 90-180 days? If it is, can she just keep doing this?

If we were to get her a K1 or CR-1 visa, can she come to US right away? I know the processing time can be very slow, but is simply submitting the visa application allow her to just come to US while it's getting processed? Sorry if this question is dumb, I really dont know how it works.

Extra info: She isn't a "skilled worker" but she has a 4 year college degree (in a mediocre major unfortunately), and her English is not so good. So no H1-B visa for her. She also can't afford more education from US so no student visa either.She will get a vaccine soon will have two shots before she comes, hopefully covid restrictions will also relax by 2022.

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee!
