Scheduling an appointment on the eVisa site to visit a US Embassy abroad

I was hoping someone here has experience with scheduling any service at a US Embassy abroad. I am trying to schedule a notary service at the US Embassy in Cairo and on the calendar, aside from the appointments that are booked (in blue) there are many dates that are not opened up (grey)

Does anyone know when these sites update the calendar and open days up? I even tried checking for appointments next year and all the days are greyed out. I tried contacting ACS and all I get are automated responses on using the website to schedule an appointment, but I am unable to do that because either the days are booked or not opened up. The US travel site also says don't schedule a trip if you can't get an appointment, so I am at a loss and not sure what to do.

For reference the particular site I am going to is https://evisaforms.state.gov/acs/default.asp?postcode=CRO&appcode=1 which is the US embassy in Cairo. Thanks!

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!!
