Refused to board a flight despite having all documents. Help!

Hi everyone.

So the CDC just banned dogs coming in to the US from high-rabies countries unless you have an import permit from them. The eligibility for the permit states that students relocating to the US can apply, so I did, and I got the permit. I had to submit visa documents, passport info, uni acceptance, my dogs vaccines etc etc for this permit.

Flash forward to Bangalore airport. The Air France ground staff state that there’s a new rule that won’t let me take my dog. I said that I knew about it, and have the permit. They said that only US citizens and green card holders are allowed to fly with their dogs. I opened up the CDC website and showed them my eligibility which stated “US citizens or lawful US residents relocating to the United States, such as for employment or education.”

The ground staff said it doesn’t apply to me as I’m not a resident, since I’m on a visa. I said I AM a resident because of that very reason.I stayed and argued because it’s very evident that the higher ups relayed the information to them incorrectly, and they were hell bent on keeping to that, despite the actual guidelines stating otherwise.

I managed to get an email from the CDC later that day that ive added below. It clearly states that I am a resident and eligible to import my dog. I’m spending the day trying to argue my case. I’ve sent them the email correspondences, and my permit.

I’ve literally tweeted, messaged, emailed, spoke to customer care. All they said is that I have to wait a day to hear back from the team. I doubt they’re going to change their mind since they’re puppets and have to obey the guidance they were given whether it was correct or not, even if the actually source of this law says otherwise.

Who is giving them this info and how do I contact them directly? Does anyone have any advice on what else I could do?
