Does the U.S. Consulate in Vietnam issue B1/B2 visa (tourist) to Vietnamese citizens now?

Hi,

I am a Vietnamese citizen and currently applying for B1/B2 visa to go to the U.S (my interview appointment is going to be in October). I simply want to go to the U.S. to see my boyfriend (I haven't seen him for 2 years because of Covid). I don't know if I have to prove anything since my purpose to go is just "unessential" tourism. Also, my boyfriend is German, but he's currently holding EAD so he can freely travel to the U.S. from Germany without any visa. Please help me! I'm quite desperate now! I really appreciate your help.

FYI: the Covid situation in Vietnam currently is not very good, the number of cases is quite high and keeps increasing. I also saw on the news that covid in the U.S. is getting worse too. I'm really scared that with the escalating situation in both countries, it will be hard and impossible to go there as a tourist.

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!!
