Can you use advanced parole to go through consular processing for a green card without a waiver ?

I know a lot of DACA recipients who needed a waiver to get a green card because they were never admitted in the first but suppose you were admitted in the past but you want your green card through consular processing, will you still need the waiver anyway ? This is not marriage based
