Can I qualify for Interview Waiver even if I answered no to one question?

Hi. I renewed my tourist visa way back May 2012 and it will be expiring on May 2022. I was born in Dec 1998 which means I renewed my visa when I was 13 years old— 14 years old later that year. Both my parents are eligible for visa interview waiver. I'm scared of risking sending my documents via dropbox along with my parents because the embassy might reject it. The queue for visa interview is so long and in my current it's still postponed.

Qualifications: If you can answer “yes” to all of the following questions, you may qualify for our Interview Waiver. If so, you will not need to schedule an appointment for an interview at the U.S. Embassy.

**Please note: if you answer YES to the below questions, but are found to be ineligible for Interview Waiver service, your application will be returned to you via courier and you will be required to schedule a visa interview.

Please read all eligibility criteria carefully. If applying as a family, all family members must meet eligibility criteria.

Eligibility Criteria for Interview Waiver Applicants:

I have a previous B1/B2 visa that I wish to renew.

If B1/B2, my prior visa was valid for ten (10) years.

My prior visa is still valid or expired within the last 48 months.

I have my passport with my previous visa from the same visa category in my possession.

My name, date of birth, and gender on my last visa are the same or my former name (**name change due to marriage or annulment).

My most recent visa was issued on or after my 14th birthday.

The last time I applied for a visa it was approved I have not requested an extension or change of status through USCIS.

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee!
