An H-1B visa holder intends to marry a European citizen soon. They would have to apply for a H-4 visa in Europe.
Upon contacting the consulate here (outsourced Support to some company), they say H-4 can only be issued for National Interest Waiver applicants. It's not clear if they are issuing regular H-4 because of the Presidential Proclamation banning travel from EU to USA.
I contacted US Consulate in Turkey and Croatia because travel is allowed from there. However, both those consulates say they are only taking appointments for their own citizens now.
I am confused. So is there no point to getting married now because a wife can not come to USA as a dependent now? Is there an obvious solution to this that I am missing?
Both subjects are fully vaccinated.
Thanks!
