PhD in US - need guidance.

Hi, Hope all of you are doing well.

I need some guidance on applying for PhD in US.

I have already pursued my MS in US but got OPT denial so had to return back to my home country - India. I had plans for PhD there but didn't get enough scope and also due to COVID my process got affected.

Please can I get some help with the procedure to apply for PhD - fully funded (if possible)
