CA to US overstay question

My partner is a CA native who entered US on a valid passport and married a US citizen many years ago. Partner never got a green card during the marriage (long story) and has been divorced for several years. Hasn’t returned to CA since before that marriage. Partner and I have discussed marriage in the future, but there hasn’t been any sense of urgency until now.

Partner has a parent back home who has been diagnosed with terminal illness and desperately wants to visit to say goodbye and sort out affairs.

I am pretty ignorant to the laws (again, not urgent until now) and want to do anything I can to facilitate my partner being able to see their parent one last time. But also want them to be able to return to the US without excessive delay or issues. If we can go get a courthouse marriage next week, I’d do it in a heartbeat if that would work.

Is this a lost cause considering the overstay situation and short timeline due to the severity of the illness (few weeks to a couple months)?

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!! Any idea what that means? More importantly - When I click on "View PDF" link under "N-400 Application for Naturalization", to see my actual N-400 form, I get " {"data":null,"error":{"developerMessage":null,"userMessage":null}} " message! The form is also missing under "Documents -> Your Uploads" tab! So, it appears that my N400 form is missing! What does that all mean, considering that it's impossible to file without N400 form!
