J-1 visa interview canceled...again

Hello everyone. I'm applying for a j-1 visa category that is exempt from the recent presidential proclamation/ban. I managed to schedule a regular visa interview appointment that was canceled by the embassy around 10 days before its date. I was then approved for an emergency appointment that was also canceled just a few days prior to its date due to the covid situation. Due to the repeated interview cancellation, I am already past the start date on my ds-2019 and soon this current ds-2019 would not even grant me entry into the US.

What are my options here?

Can I apply at an embassy at a different country as a third country national? where would I be able to get an appointment (soon)?

I have already e-mailed the US embassy in my country multiple times asking for an emergency appointment but to no avail. All I get is the same generic response saying visa processing/interviews have been suspended due to the covid situation. Thankfully my employer is flexible and has been understanding, but I am really not sure how to proceed at this point or what to expect...this opportunity is extremely important to me and I don't want to lose it over something like this... any advice or similar experiences would be appreciated.

DS-260 Have you ever attended any educational institutions at a secondary level or above?

Ok so I’m not sure what to put down here, I have a high school diploma and currently attending college! So for the occupation part for a previous question I put down the school I go to and address, however I am uncertain what to put down here, I put my high school start and end date but do I also include the college? Because it says highest level of education COMPLETED but also in the drop down menu there is an option that says UNIVERSITY,NO DEGREE which if I do choose then I will have to fill out the school information and then a start date and an end date which I still do not know this is the only question I’m struggling will and have looked into it but no straightforward answer!
