Biometric Residence Permit.

I'm a Canadian looking to live & work in the UK under the Youth Mobility Tier 5 Scheme Visa. It states that I need a BRP (Biometric Residence Permit) but that I would pick it up within 10 days of arriving in the UK.

Do I need to apply for it before I send in my Visa and pick it up in the UK, or can I apply for one, once I'm in the UK.

Main reason that I ask is, the only Visa application center near me is closed for the time being, due to COVID. So unless I can somehow obtain the required information such as an eye scan and electronic fingerprints at another location such as an RCMP station, it would appear I'm screwed for the time being.

NVC Case FE Review note

Hi everyone, my family and I are under the F3 category and we just received a notice from NVC that our documents have been approved and that we are Documentarily Qualified. My only concern is this message that we received today in addition to the acceptance: ​ " [Name of petitioner] does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p . To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted." ​ We already have a petitioner and a household sponsor (the household sponsor's income is above the required level), but still unsure why we received this.
