Wanna change my last name to my US citizen spouse’s while on F1-OPT grace period, how should I do it?

Hi everyone, my current OPT visa expired at 7/30/2021, I got married with my husband who’s a US citizen on 7/19/2021. Is it possible to change my last name before filing for a green card?

When I went to Social security office on 7/20/2021 they told me I need to contact my school program to change my last name first, so I contacted my program, they said I’ll need to ask my embassy to change the name on my passport first.

And today I got a letter from social security office again said they can not issue me a new card because ‘You have not given us the documents we need to show your US citizen or lawful alien status, your legal immigration status and/or documents will expire before a new social security card can be issued to you.’

I wonder if anyone knows how to change last name as an immigrant after getting married? Do I have to wait till my new EAD card or green card come to change it?

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!! Any idea what that means?
