U visa case

Posting for a friend. Below incident happened to my friend.

Hi. Iam currently working on H1B in Chicago. While I was on F1 visa, I was a victim of armed robbery in December 2018, I was beaten badly by brass knuckles and was lying on road when police reached me. and I still have each and every report related to the incident like photographs, police report(case number). Some of my friends advice me to apply for U visa because of this incident but I didn't proceed with it.

Now im thinking of applying for U visa but I have some major questions 1) Can I apply for U VISA depending on the old case as this happened in Dec 2018 2) Will my current visa status get affected by it? 3) How long does it take to get EAD or approval? Do I also has chance to get rejected?

Edit - He also got Supplement B, U Nonimmigrant status certification from law enforcement (police department).

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!! Any idea what that means?
