TN visa letter not returned?

I just received my TN visa and didn't realize until I left customs that the border guard took my employer support letter. He returned the rest of my documents but the letter is gone.

Does the letter typically get taken, or is that abnormal?

Thanks for any information you can provide, this really threw me off!
