k1 fiance visa singapore to usa

Question:

Am I (US citizen living in USA) able to file a k1 (fiance Visa) while my fiance/gf is visiting the USA. from SINGAPORE (country-approved VISA waiver program)? https://travel.state.gov/content/travel/en/us-visas/tourism-visit/visa-waiver-program.html

We are hoping to speed the process up without having to wait until after she leaves the USA to file K1 visa. We are hoping to finalize our proof of being together and send our packaged application for the K1 fiance visa to start the lengthy process!

Any thoughts/suggestions/resources will be greatly helpful!
