A friend of mine did (which I consider) a very clever Idea
we all know the the immigration to the US is very hard
He moved to Canada (waaayyy easier) he got the Canada green card (PR) then he married someone from the US who always complain about the health care expensive education...
He is a very educated and talented person and she is the type of person who blame the government and waiting for social aid benefits
My friend is making +250k$/ year in California as a software engineering and she (his 'wife' ) is happy in Canada and enjoying social programs
[EDIT]: He is a permanent resident of Canada so the immigration officer though less about the immigrations benefits since Canada is considerate a developed nation (well certainly it will be harder if he's applying from China/India or an African country
