H1b ssn

Hi,

I have a friend who starts work on jul 1 on an h1b. They arrived a few days ago. They went to the ssn office and they said you have to quarantine for 14 days because you traveled from another country.

My qs is the 14 days will end after the start date. Can you start work without an ssn? How are others dealing with this?
