H-4 visa foreign work

If I hold a H-4 visa, am I able to work abroad? I don't mean working a foreign company while on U.S. soil, but rather staying in a foreign country and working there while still holding onto my H-4 visa.
What if the work is done online? Like if I do gig work on Fiverr or do other freelance work. Is that fine?
What if the income is received in my U.S. bank account? Keep in mind, I'm still not on U.S. soil.
Am I able to open a Roth IRA in the U.S. and deposit my foreign-earned income there?
