Over Age due to Covid 19

Hi there, my aunt applied for my dad under F4 on Nov 2009 and it was approved on May 2010. When my aunt applied, I was 8 years old. Back then she told me it only took <10 years to issue the immigration.

Right now, the process of immigration in Vietnam has issued to Oct 2007, which mean more than 2 years on paperwork-day to issue my aunt application. However, it has been 12 years and I'm about to be over age. I will turn 21 on Nov 2022 (less than 2 years). Is it possible that CSPA would protect me due to Covid19?
