Notarized letter for border crossing

Hello everyone!

I have a situation and am seeking advice.

I'm a permanent resident in the US, my family and I are going on a small vacation, here in the US and I want to take one of my nephews with us. He is a minor and currently resides in México with my sister who is not a US citizen but he was born here so he is a US citizen. What sort of document do I need to bring him with us and not have problems at the border? Thanks everyone!
