Filed concurrently, one application was approved, the other one... they are sending a notice?

Hi,

I applied for my parents' AOS on august the 10th Biometrics were done on december the 9th They did not get the work permit, but on Uscis' website it says that my dad has a green card being mailed to him. For my mom's application, it says that they mailed a noticed with instructions. Is this common? I mean, one person getting a green a green card and the other person being sent a notice? Maybe for an interview?
