Timing spousal GC application to avoid conditional GC

My spouse (US citizen) and I got married in the summer of 2019. I obtained a 3 year H1-B visa at around the same time, and I moved to join her in the US.

I was hoping to apply for a family-based GC at some point while my H1-B is still valid, but with enough lag so that we didn't have to go through the removal of conditions process. Obviously this is much harder to plan now with the world exploding, but I at least wanted to clarify the timeline. Which part of the GC process needs to happen 2 years after the marriage in order to avoid a conditional GC? Is it the original application? The interview?
