Would my girlfriend’s ESTA get denied due to her living in Brazil?

I’m trying to figure out a way for my girlfriend who’s originally from Australia and is an Australian citizen to come visit me in the US. What I’ve heard some people doing is going to a third country like Mexico for 14 days and then going to the US. Since she’s in Brazil, I know they have the presidential travel restrictions. I checked the US Brazilian consulate in rio and it says they’re suspending non immigrant visas. I know that since she’s an Australian citizen, she qualifies to apply for the ESTA program. I went on the department of state’s website and it says in the FAQ that if you live in the UK and Ireland or schenegan’s area after March 16, your ESTA will be cancelled. Says nothing on here about Brazil though.
