Unable to obtain Police Report from Saudi Arabia

Hi guys,

I left Saudi Arabia (non-citizen) around a decade ago before everything got digitized. Now Saudi Arabia won't allow me to get the police report because I wasn't finger-printed, and they said I have to fly back just to get finger-printed and only then can I apply for the police report. I've been trying to use different approaches such as contacting my local embassy in my current country of residence and in Saudi Arabia, but they said they can't help either.

Should I just write a notarized personal affidavit explaining the chain of events and submit it? I'm afraid this would jeopardize the whole process. My immigration process has been put on hold for months because of this issue.

I'd really appreciate some help and guidance here.
