Trump EO changing EB green card chargeability from HK to mainland China

I’m on an H1B currently working in the US. My PERM application for my employment based GC is currently in process. I will be applying under the EB2 category after the PERM process is complete. I was born in Hong Kong so my understanding is that I will fall under the priority date for HK (despite being a citizen of India).

My lawyer recently sent me this article about an EO Trump signed in 2020 that changes the chargeability of HK GC applicants under the mainland China category, which has a fairly significant wait period. Does anyone know if USCIS has actually started implementing this?

The Visa Bulletin from May 2021 still mentions priority dates for China-Mainland without specifying Hong Kong S.A.R.
