[Questions!] Applying for US B-2 Visa as a Vietnamese national who plans to depart for Canada to study soon

Hi all!

So a little bit of background: I’m a citizen of Vietnam. I was an international student on F-1 visa in the US for 5 years prior to 2020 and had never been out of status, never had any criminal history, and had never been denied a US visa before. I currently have a Canadian visa which would allow me to obtain a Canada’s study permit if I am deemed admissible at the border. I plan to arrive in Canada in August 2021 to start my grad program.

Since I have friends and would like to attend concerts and festivals year-round in the US, I would need a US B-2 visitor visa to travel there. My concerns are:

1, If I apply for a US B-2 visa in June 2021 from Vietnam -- my country of citizenship, would my application likely to be rejected due to weak ties to my home country since I will be departing for Canada in 1.5 months?

2, If I apply for a US B-2 visa after arriving in Canada as a third country national, would I be more likely to be rejected? If I want to attend an event towards the end of October 2021 in the US, would applying in September 2021 be sufficient enough of a time to demonstrate that I have no intention of illegally overstaying in the US?

3, Given my purpose of going to the US (seeing friends and attending year-round festivals), what aspects of my application that I could emphasize or documents that I could provide are to increase my chance of getting accepted for a visa?

I would really appreciate it if anyone who has been in the same situation or has experience advising other students could give me some insights and advice regarding my questions. I will be sure to ask my school adviser in Canada as well. Thank you very much!

NVC Case FE Review note

Hi everyone, my family and I are under the F3 category and we just received a notice from NVC that our documents have been approved and that we are Documentarily Qualified. My only concern is this message that we received today in addition to the acceptance: ​ " [Name of petitioner] does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p .
