Immigration for over 21?

Hi guys!
Our family had their petition first accepted in the very late 2000s. We've still been stuck in processing since then but are close to completion now.
My question is that since then, my brother, who is unmarried, has exceeded the age of 21. By next year I will also become 21. However, I will have submitted by documents before then.
Will my brother be eligible for a green card under the CSPA or some other act? Will my eligibility also be affected if we do not get an interview before my 21st birthday?
My father is the principal applicant for citizenship in this case.

NVC Case FE Review note

Hi everyone, my family and I are under the F3 category and we just received a notice from NVC that our documents have been approved and that we are Documentarily Qualified. My only concern is this message that we received today in addition to the acceptance: ​ " [Name of petitioner] does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p . To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted." ​ We already have a petitioner and a household sponsor (the household sponsor's income is above the required level), but still unsure why we received this.
