Can Canadians drive across the U.S. border right now for tourism? Having some trouble finding a clear answer

I haven't seen my parents since December 2019 due to COVID. I can't fly back to Canada this summer because Canada has this nonsense rule where I'd have to quarantine in a hotel for 2 weeks even though I'm fully vaccinated. I was planning to fly to Montana and they could drive there, but now I'm not sure they can even drive. Would they have to fly there as well? This whole thing is totally ridiculous especially no exception for fully vaccinated
