Are immigrants (OPT, H1B) less likely to get hired than Green Card holders?

As an international student in the US on F-1, the most common way to stay and work in the US after graduation is filing for F1-OPT. However, I've heard many times that US employers are less likely to hire immigrants on OPT or on other non-GC status. Is that true? Has anyone experienced this personally?
