Why is it that so many DV Lottery winner ends up not getting a green card?

I know you may get disqualified for not having the minimum cash or required education but why apply in the first place if so?

(I'm also looking for a statistics to show the amount of green card issued for each country each year for the lottery to calculate my chance , I could've sworn I've seen one somewhere but I can't find it , Also I was wondering if this site is accurate https://dvtry.com/)
