Question about getting an IR1 visa, along with an open I-130 green card application

Hi, I’m a US citizen married to German citizen living in Germany. We have been married for 14 years and I applied for an I-130 green card. However the wait times I have seen are anywhere from 12-32 months.

Can I apply for a IR-1 visa for my wife in the hopes of going to the US earlier? I have seen wait times of 6-10 months for IR1. I cannot wait 2.5 years fora green card. We have 2 young children who are also US citizens if that matters.

Would getting an IR1 via be the proper process while for our I-130 application?

Has anyone else received this message? All of our documents say "Approved" on NVC. Does this mean we have to find another sponsor? Can we show the consular officer our
