PERM recruitment takes interview performance into account?

When a US worker applies for a job which is a PERM job advertisement, if they meet all the requirements of the position on resume, does that mean that PERM cannot be moved forward? Like wont one have to interview and prove their qualification like how normal non-PERM jobs go?

Or is this seen as subjective as per Department of Labor and so PERM cannot move forward.

Due to Facebook lawsuit settlement, I think employers may obtain more PERM job applications and I am wondering if interview performance cannot be used to determine qualification, PERM recruitment might never end...

EDIT: Interesting analysis on lawsuit
