H2B Visa

I’m a US citizen in Utah who ants to help a Haitian man obtain an h2b visa. I’ve read than an employer in the US needs to petition an I-129 form on his behalf but I can’t do this because I don’t own a business. I guess I just need clarification on the whole process and any tips on how I can help him. I’m assuming that not all immigrants who obtain an h2b have a connection with a specific employer prior to their obtaining an h2b. Is there some way that employers in the US randomly or semi randomly match with immigrants seeking h2bs?
